Element is present but cannot get and select a label returns ElementNotVisible

To whom it may concern,

My problem is as follows:
I have tried every angle you can think of to correct my problem without success. With a certain web page which is deeply rooted by div and table elements, I am trying to select a select component which has a name attribute. I normally dont have problems selecting elements with name attribute and I have tried selecting a select element in the same main div parent which has a id attribute with the same problem and the problem is that I can run is_element_present which passes but I cannot then run get_element("name=fleet_id")->select_random(); it returns - An element command could not be completed because the element is not visible on the page

Here is the page I am trying to automate:
I cannot paste within 7 days apparently. So if you need the code(its pretty long) then please ask if you willing to help me.

Here is the code I am using:
$this->is_element_present('name=fleet_id');
$this->get_element('name=fleet_id')->select_random();

Please can anyone help.
