Can you please tell me why tis code doesn't work. Inside the div I have a tag as well.

Try it by replacing with the below line of code...
driver.findElement(By.xpath("//div[@id='ctl00_'"+i+"'_Panel4']")).click();
driver.findElement(By.xpath("//div[@id='ctl00_'"+i+"'_Panel4']")).click();
