Which is better..Data driven or static??

In two ways we can write automation script
1) Writing a script and make it to work for every web page
2) Writing a script which is static and can be used for specific web App

Which of the above two is prefferable and better???????

I think dat option 1 is wat v shud work for but make it flexible enough to change the logic for logging data to a file since various apps will require different compatible files...........
